
The 12th plan proposed a holistic plan for the development of higher education in country by ensuring access, equity and quality. the plan, which recommended strategic utilization of central funds to ensure comprehensive planning at the state level recommended a new centrally sponsored scheme (CSS) “Rashtriy Uchchatar Shiksha Abhiyan (RUSA).” The allocation of funds under RUSA would be based on well-defined norms and linked to certain key academic, administrative and governance reforms in the State higher education system. The vision is to attain higher levels of access, equity and excellence in the state higher education system with greater efficiency, transparency, accountability and responsiveness. the objective of the scheme is to improve the overall quality of existing state higher educational institutions by ensuring their conformity to prescribed norms and standards. Key features of RUSA are that is an umbrella scheme opreted in mission mode that would subsume other existing similar schemes in the state higher education sector. Funds would flow from the Ministry of Human Resource Development (MHRD) to universities and colleges, through the State Governments. Funding to the States would be made on the basis of critical appraisal of state higher education Plans (SHEPs). SHEP should address each State’s strategy to address issues of equity, access and excellence. Each institution will have to prepare an institutional Development Plan (IDP) for all the components listed under the Scheme. It will be aggregated at the state level, after imposing a super layer of State relevant components into the SHEP. Target group of the plan are : State Universities and colleges (both 12B and 2(f)) compliant and non-12B and non 12(f), government aided colleges would be entitled to some components (including infrastructure support) as approved by the PAB.
There are eighteen components of RUSA. Over college received financial assistance under the RUSA components 09 Equity Initiatives. In this components provide financial assistance to better participation rate of SC/ST/OBCs against specified percentages of reservations in institution.
The college has enriched the library by purchasing books, cupboard, enlightened the students by organizing remedial lectures, workshops and seminars at regular intervals received Grant under the Component 9 (Equity Initiatives) of RUSA.
